Manually with layers and effects in #GIMP.
I am looking for a free software to make the #arisuchan animated banners (GIF), what is the best?

Gimp can be used to create GIF files; simply name each layer "frame 1", "frame 2" or with the timing of the frame after the number in parenthesis like "frame 1 (1500ms)", "frame 2 (1000ms)".

There is a preview button somewhere that will preview the animation. Simply export to a file with a .gif extension and you should be gold.

The naming / numbering is for the most part superfluous.

simply run C-S-e and enter the name of the output file ending in ''gif``, and select the duration of frame you want, and that it must be exported as an gif

Never knew that. Thanks.

I always thought it was kinda weird how they relied on the fucking names of layers to determine soykaf like frame timings.
